Final Haggar Buster is Haggar's Level 3 Hyper Combo. It initiates with a short range grapple attack. If this connects, Haggar suplexes the opponent, picks them up again, and spins them around by their legs before throwing them into the air. Haggar then jumps up to the opponent, grabs them and performs a finishing piledriver.

- The move resembles Zangief's Final Atomic Buster, which is where it gets its name from in the English version of the game.
- Final Haggar Buster is known as Muscle Discourse (マッスルディスコース Massuru Disukōsu) in the Japanese version of the game.
