I think I know why Cyclops is deconfirmed. He is basically a shoto of Ryu.
Optic Blast = Hadouken
Gene Splicer = Shoryuken
Cyclone Kick = Tatsumaki

Akuma is also a shoto of Ryu but he is in MvC3 :(
