Rad Spencer is using a move that appears to be a rip-off of Scorpion's Spear Throw (from Mortal Kombat), BOTH used to pull them closer, BOTH involve the words "GET OVER HERE!!!", main difference is that he uses his robot arm's grappling function to do this and there's no visible blood.
